Super Typhoon Ragasa
-- Super typhoon Ragasa, the ninth storm of the year in the East Vietnam Sea, is expected to weaken from Wednesday morning due to interaction with land in southern China and the intrusion of dry air into its center, Vietnam's meteorological agency said. Heavy rain is forecast to begin in northern Vietnam from Wednesday night as the storm approaches, it added.
-- Authorities in Hung Yen Province, northern Vietnam have banned vessels from going to sea starting noon on Wednesday as super typhoon Ragasa approaches, local officials said. The province has ordered all boats to return to shore and is directing efforts to track and guide the vessels to safe shelter ahead of the storm's expected landfall on Thursday.

-- Police in Ho Chi Minh City on Tuesday issued an administrative violation report against a 47-year-old woman who was filmed driving a car against traffic and refusing to yield in Binh Duong Ward. She faces a fine of VND4-6 million (US$151-227) and a deduction of four points from her 12-point driver's license, authorities said.
