Hong Kong outlines climate strategy at UN conference with emphasis on green transition

12th November 2025 - (Belém) Hong Kong's environmental leadership has detailed the city's climate action framework during proceedings at the United Nations Climate Change Conference (COP30) in Belém, Brazil. Secretary for Environment and Ecology Tse Chin-wan addressed delegates at the China Pavilion on 11th November, outlining the city's strategic approach to emissions reduction and sustainable development.

Mr Tse confirmed Hong Kong has achieved significant progress in reducing its carbon footprint, with greenhouse gas emissions declining by approximately 25% since their 2014 peak. The city's per capita emissions have fallen to below 4.5 tonnes of carbon dioxide equivalent, representing roughly one-quarter of United States levels and 60% of the European Union average.

The territory has established clear environmental targets, aiming to halve emissions by 2035 and achieve carbon neutrality before 2050. These objectives are supported by a comprehensive Climate Action Plan organized around four key pillars: transitioning to net-zero electricity generation, promoting energy efficiency in buildings, advancing green transportation, and eliminating waste sent to landfills.

Substantial infrastructure developments are underway to support these ambitions. The first large-scale waste-to-energy facility becomes operational this month, with a second project scheduled for completion by 2030. The transportation sector demonstrates rapid electrification, with electric vehicles now constituting 70% of new private car registrations.

In the financial sector, Hong Kong has emerged as a significant hub for sustainable investment, with green bond issuance reaching approximately US$31 billion. The city has implemented the Hong Kong Sustainability Disclosure Standards, creating alignment with international benchmarks established by the International Sustainability Standards Board.

The conference session, titled "Converging Innovation in Hong Kong: Forging a Resilient City and a Global Green Finance Hub," facilitated dialogue between government representatives and international sustainability experts. The discussions emphasized Hong Kong's potential to channel global capital toward green initiatives while developing collaborative frameworks for regional environmental cooperation.
