Danville solar project gets pulled from city council agenda

DANVILLE -- A special-use permit request for a solar project off Perrysville Road has been pulled from the Danville City Council's Tuesday meeting agenda.

The Danville Area Planning and Zoning Commission voted against a special-use permit requested by petitioner Danville IL 1, LLC, a subsidiary of Summit Ridge Energy, of Arlington, Va., to allow for 2.25 megawatts of alternating current commercial solar energy facility to operate on agriculture-zoned property at the northeast area of Markley and Perrysville roads. The address is 2820 Perrysville Road, with the property north of Perrysville Road, east of its intersection with Markley Road.

The commission's vote against recommending it meant a super-majority vote of 11 'yes' votes would have been needed from the Danville City council for its approval.

A company representative couldn't be reached for comment about pulling the permit request or future plans.

The zoning commission heard from about 20 residents against the project, voicing concerns about its proximity to residents, noise, construction traffic, rainwater runoff, vegetation and weed control, fire protection, light reflections, taking farmland and termination cleanup.

The approximately 4,900-module project was proposed on 28.3 acres of land owned by David Martin of Martin Farms Inc. of Williamsport, Ind.

Summit Ridge officials said the solar arrays and perimeter fence would be screened from view on Perrysville Road to the south through the planting of trees.

The lifespan of the panels are 40 years. Summit Ridge would've leased the property with a 25-year lease, with three five-year extensions.

Danville Community Development Administrator Logan Cronk said zoning exists to protect the community, landowners and neighborhoods, and public hearings are to gather public comments on who it's really impacting negatively or positively.

He added that the zoning code text states that solar projects must be 100 feet minimum from residential properties, which was in question too.
